Abstract

The study examined the effect of objective-based appraisal on workers' productivity in Mubende District Local Government, Uganda. The research adopted a cross-sectional survey design with a mixed-methods approach, collecting data from 110 respondents including local government employees, heads of departments, human resource personnel, and supervisors through questionnaires, interviews, and documentary review. Results revealed that objective-based appraisal had a significant positive effect on workers' productivity in Mubende District Local Government. Correlation analysis showed strong positive relationships between clear objective setting and task completion rates (r=0.768, p<0.01), between regular performance feedback and work quality (r=0.734, p<0.01), and between performance-based recognition and employee motivation (r=0.812, p<0.01). The study found that 73.6% of employees reported increased productivity after implementation of objective-based appraisal systems, with average task completion rates improving from 64.2% to 81.7% over the study period. Departments with well-implemented objective-based appraisal systems showed 38.4% higher productivity scores compared to those with traditional appraisal methods. Regression analysis demonstrated that objective-based appraisal variables collectively explained 76.8% of variance in workers' productivity (R²=0.768, p<0.001). Employee satisfaction with appraisal systems increased from 42.3% to 68.9%, while absenteeism rates declined from 18.7% to 11.2%. Objective-based appraisal significantly enhanced workers' productivity in Mubende District Local Government through improved goal clarity, enhanced performance monitoring, increased motivation, and better alignment between individual efforts and organizational objectives. The study concluded that well-designed and consistently implemented objective-based appraisal systems served as effective tools for performance management and productivity enhancement in public sector organizations. The study recommended that Mubende District Local Government should standardize objective- based appraisal across all departments, invest in supervisory training on effective objective setting and feedback
