Professor Nafiu Lukman Abiodun, Dr Friday Christopher
Economic conditions service delivery Expenditure needs and Stakeholder interests
Effective public financial management and optimal utilization of limited resources is imperative for local governments like Kisoro to satisfactorily deliver basic social services and impact communities' livelihoods. However, deficiencies persist within the local authority's mechanisms for mobilizing adequate revenues, allocating budgets transparently, procuring goods and works cost-effectively as well as strengthening accountability and oversight functions. Concurrently, outcomes in expanding citizen access to essential public services especially in remote rural settings leave much to be desired despite ongoing population growth and rising expectations. Against this backdrop, this study aimed to conduct an encompassing examination into the interplay between financial management practices and service delivery performance within Kisoro Local Government between 2015 to 2020. A mixed methods research design was employed involving collection of both quantitative and qualitative primary data from diverse sources including document reviews, financial records analyses, facility audits, household surveys and key informant interviews. Statistical analyses using SPSS and STATA as well as thematic syntheses facilitated by NVivo software were carried out. Findings revealed budgeting, expenditure and transparency constraints impeding optimized sector budgeting for education, health and water services. Infrastructure, staffing and resource availability deficiencies particularly in hard to reach communities undermined equitable universal access. Crucially, service delivery demonstrated an extremely strong positive correlation (r = 0.805) with stakeholder interests that was exceptionally statistically significant based on a two-tailed test with α = 0.01. With a p-value of 0.000 being markedly lower than the critical value, the null hypothesis of zero correlation can be rejected with 99% confidence. Recommendations focused on modernizing systems, skills enhancement, revenue expansion through partnerships and strengthened multi-sector coordination to remedy bottlenecks constraining improved welfare outcomes.

Ntirandekura Moses, Musiimenta Nancy
Public sector Leadership Technology evolution Economic environment Organizational culture
Effective local leadership and responsive governance are imperative for Kabale Local Government to deliver quality public services and impact citizen welfare. However, deficiencies persist in aligning administrative functions, equitable resource distribution and addressing community needs. Against this backdrop, this study evaluated leadership practices, service provision and satisfaction levels between 2015-2020 through a mixed methods approach. Sequentially applied quantitative and qualitative data collection involved reviewing documents, analyzing financial records and project reports, auditing 20 facilities, surveying 384 households and interviewing 60 officials and residents. Descriptive analyses of variables as well as correlations and regressions utilizing SPSS/STATA software detected relationships between leadership performance metrics and outcome indicators. Therefore, results indicate that while notable reforms initiated transparent budgeting and participation, overreliance on central transfers, rapid population growth and capacity constraints compromised optimal basic infrastructure and amenities provision especially in rural areas. Facilities faced supply stockouts, inadequate staffing while geographic imbalances and unaddressed grievances decreased satisfaction. Citizen satisfaction demonstrated an extremely strong positive correlation (r = 0.771) with technology evolution. With a significance value of 0.000, which was lower than the critical alpha level of 0.01, this correlation was deemed highly statistically significant. Key recommendations focus on streamlining coordination, bolstering technical skills, mobilizing alternative revenues, inclusive community prioritization dialogues and targeted expansion of classrooms, water points and feeder roads using geographic information system mapping to remedy disparities. Sustained implementation of evidence-based actions holds promise to optimize resource use, accelerate equitable access advancement and boost citizen welfare within Kabale District.

Nakimbugwe Sophie, Freeman Crispus
customer purchase intentions social media platforms Facebook Twitter and Instagram
Social media platforms such as Facebook, Twitter and Instagram have become an integral part of how companies interact with and market to potential customers. This study aimed to investigate the impact of social media marketing efforts on customer purchase intentions for companies under the Mukwano Group in Uganda. Through an online survey involving 218 Ugandan social media users, the study examines the effectiveness of Mukwano's social media marketing strategies in influencing consumer behavior. The findings reveal that while Mukwano companies are actively utilizing social media for marketing purposes, their efforts are not significantly impacting purchase decisions. Exposure to social media advertisements did not translate into increased purchase intentions. However, positive wordof-mouth and customer interactions on social media platforms were found to have a positive influence on purchase intentions. The study concludes with recommendations for Mukwano to enhance its social media strategy, better target and engage customers online, and ultimately boost sales. While the company's active presence on social media platforms is commendable, the study reveals a gap between brand exposure and purchase decisions among consumers. Despite exposure to social media advertisements, respondents did not show a significant inclination towards purchasing Mukwano products. Mukwano should prioritize customer engagement and interaction on social media platforms by actively responding to customer queries, addressing concerns, and fostering meaningful conversations. By establishing a two-way communication channel with customers, Mukwano can build trust, strengthen relationships, and increase brand loyalty. Additionally, the company should leverage positive word-of-mouth and user-generated content to amplify its brand message and influence purchase decisions.

Dr Arinaitwe Julius
Staff Development students and Academic Performance
This mixed-methods study sought to provide robust empirical insights into the relationship between alternative approaches to staff development initiatives and students' academic performance within the network of public secondary schools in Kanungu District, Uganda over a six-year period. As ongoing training and skills upgrading of educational personnel is a key policy lever that can enhance pedagogical effectiveness and learning outcomes, understanding the differential impacts according to implementation models is of paramount importance, especially in under-resourced remote regions like Kanungu confronting pronounced educational challenges. However, limited comprehensive evidence has systematically evaluated such differentiated effects to inform evidence-based optimization of developmental budgets. To address these knowledge gaps, annual examination performance data spanning 2014 to 2019 covering all 20 secondary institutions in Kanungu District were compiled from the Uganda National Examinations Board records and merged with an exhaustive census survey of each school's exposure to diverse teacher development interventions over the same timeframe. Utilizing panel regression techniques controlling for student and school characteristics, quantitative analysis isolated the unique influence of fluctuating staff training intensities and modalities on average subject pass rates. In-depth qualitative interviews with instructors and administrators further elucidated contextual transitions and perspectives. The rigorous mixed research design afforded novel empirical evidence highlighting relatively higher impact, sustainability-oriented models emphasizing practical skills enhancement through prolonged sequenced programs anchored at the institutional level. Notably, students' academic performance demonstrated a moderately strong positive correlation (r = 0.582) with employee performance reviews that was statistically significant (p = 0.000 < 0.01). The significance value (p = 0.000) was lower than the chosen alpha level (α = 0.01) allowed us to reject the null hypothesis that there was no correlation between the variables in the population Findings illuminated pathways towards accelerating educational progression through optimized, low-cost strategies magnifying human capital capabilities - with potential for transformative scaled replication given supportive implementation of tailored solutions amid pressing resource constraints confronting Uganda's remote borderlands.
